e-Initiatives of Department of Stamps and Registration

The Department of Stamps and Registration, Government of Karnataka is the nodal agency for enforcement and implementation of Registration Act, 1908 and The Karnataka Stamp Act, 1957. Its primary responsibilities include registration of documents pertaining to transactions like sale of Immovable Properties, Mortgage, Lease and Power of Attorney. With an average 20 lakh documents registered every year generating an average revenue of >4000 Cr per year, DS&R is State’s third highest contributor to State’s exchequer.

DS&R has been actively pursuing initiatives to improve service delivery, augment efficiency, reduce workload of the officers and to improve the Ease of Doing Business in the State. Below mentioned are some of the key e-initiatives taken up by the Department. 




In a move to making public delivery systems responsive, transparent and efficient particularly by leveraging technology, the Department conceptualized the project KAVERI (Karnataka Valuation and e-Registration Initiative). KAVERI was successfully rolled out in all the SROs by 2003- 2004. Various features of the application include: Automatic calculation of Market Value/SD/RF, Automatic Indexing of EC data, Scanning of Registered Documents, Search and generation of Encumbrance Certificate, Document Registration, Marriage Registration, Firm Registration, Automatic generation / transmission of data files to other integrated departments, Generation of bills for scanned pages, Capturing Photo /Thumb impressions of parties through Webcam /Thumb Scanner, Court order data entry and Generation of Reports
From 2003 onwards, the department has focussed on taking up new initiatives to broaden the scope of services which can be provided to citizens through ICT Innovation.

The Department during the course of its functioning interacts with various other Government departments and agencies. Information is exchanged across these departments as statutory requirements for some and general information and validations for others. These enable a smooth and hassle-free experience for the public as well as the department officials. Various integrations are depicted through the picture below.

Kaveri is integrated with Sakala, the Karnataka Guarantee of Services to Citizens Act, 2011. This ensures to provide guarantee of services to citizens in the State of Karnataka within the stipulated time limit and for matters connected therewith and incidental thereto. All the services of the Department like Registration of Land/Property, Firms, Marriages, Issuance of certified copies and encumbrance certificates are integrated with Sakala.
Further Department of Stamps & Registration has developed KAVERI Online Services (KOS) which is a web-based application that provides interface to the citizen to enter details and book appointment for document registration for sale of immovable property and also provides facility to search for required Index (list of transactions on the property) and registered copies. Among other things, the portal is a single stop solution for the following key services:
  • View and Certification of Encumbrance Certificate
  • Calculation of Market Value of Property
  • Calculation and Payment of Stamp Duty
  • Online scheduling of appointment with Sub-Registrar
Department decided to increase citizen centricity by easing the registration process and allowing the citizens to book appointments in advance through the department's online platform. The web application development is nearing completion. The Key Features in the scope of the system are as follows:
  • Online appointment facility to choose suitable time slot at the desired sub‐registrar’s office and generation of token number
  • Guidance Value of the property
  • Stamp duty calculation
  • Integration feature with online payment gateway
  • User Registration
  • Acknowledgement via E‐mails and SMS
  • Importing pre‐registration details from central server to local server
  • Provision to select and register applications which are entered online in the existing KAVERI system.
KAVERI Online service is a web based application of Department of Stamps & Registration, Government of Karnataka that provides interface to the citizens required for document & marriage registration. It enables citizens to know the details of stamp duty, property guidance value, data entry for the document registration and marriage registration etc.. These services are divided into two parts one is for Guest Users and other is for registered users. Following are the services for Guest User
  • Stamp Duty Calculator
  • Know Your Property Guidance Value
  • Appointment Opening Time
  • Locate Sub Registrar Offices
Following are the services for registered users:
  • Document Registration
  • Marriage Registration
These services enable citizens to furnish pre-registration details online at the time of booking their slots. This will help citizens to avoid any errors in the registration documents. The details can be verified again at the time of registration. This will avoid the waiting time of the citizen for the registration. Besides, the average time taken for a document registration will come down to 10 minutes from 15 minutes.
In spite of the best intentions of the Department, tampering of property records, fraudulent registrations are not uncommon. In order to mitigate the same, the Department has adopted latest technologies to curb these
  • OTP based services for Registration of Deeds: The Department has piloted implementation of OTP services to buyer and seller while registration of sale deeds of immovable property.
  • e-Sign: The department has implemented an e-Sign feature in all the major services offered through the Kaveri Online Services web application for both citizens as well as officers. Electronic signatures are legally valid and enforceable, and at the same time will help citizens get documents securely from virtually anywhere.
  • Digi-Locker: Department has successfully integrated with DigiLocker, the flagship initiative of GoI under the Digital India programme. Thus, the authentic digital copies of the issued/requested documents will now be available in the citizen’s digital document wallet, eliminating the need for a physical visit.
  • Blockchain based Immovable Property Registration: In order to prevent tampering of property records, the existing platform shall be integrated with a suitable blockchain platform to create an immutable single source of truth.
In addition to the KOS web application, the department in collaboration with Karnataka State Remote Sensing Applications Centre(KSRSAC) launched a mobile app called “Maulya” to help people find out the property values in the State. It is a GIS-based app that is available in English and Kannada on iOS and Android platforms. Maulya App will facilitate the user to find the respective SRO and DRO office location with the details of the person in-charge. It has the facility to find the survey number and adjacent survey from the user’s current location and get the owner details of that property.. It also provides a link to KAVERI Online Service(KOS) website to find the valuation details of the property.
All of the Department's services are listed in the Mobile One app. It provides citizens basic information on services, documents required for each service and the fees.
e-Stamping was brought in to eliminate fake manual stamp papers through online verification. The e-Stamping system was introduced on pilot basis in 2008 and extended across Karnataka from 2009 onwards. Post Offices, Syndicate Bank, Corporation Bank, Indian Bank, Apex Bank etc, are the Authorized Collection Centres (ACC) for sale of e-Stamps. At present >900 ACC are available.
This ambitious initiative of the State is aimed at enhancing transparency, curbing the delay in the registration process and improving the ease of doing business in the State. Any individual can now register their property at any SRO under the same District jurisdiction.
The department decided to expand its information services by adding a new channel through Bangalore One and Karnataka One centres. Bangalore One and Karnataka One centres are already providing a wide range of services to citizens across the state and the footfall in centres is commendable. Also, the department of e-governance is directly monitoring the operations of these centres. The centres are well located in cities and provide ease of access to citizens. This makes these centres a good channel for extending availability of departmental services.
The Department offers two categories of services: a) Registration Services & b) Information Services. Registration of documents in Karnataka is governed by Registration Act 1908, Karnataka Registration rules, Stamp Act etc. Considering the purview of the governing acts and rules, the department can offer Information services through Bangalore One (B1) and Karnataka One (K1) centres. The department has planned to rollout services in two phases –
  • PHASE I: In this phase, the department will offer “Information Copy” of documents to citizens through B1 and K1. This service is meant for informative purposes only because requested copy would not be digitally signed by authorized officials. Initially, this service will be rendered for the sake of availing information over-the-counter.
  • PHASE II: In this subsequent phase, the department will offer “Certified Copy” of documents to citizens through B1 and K1. Through this service, citizens shall be able to avail digitally signed certified copy by authorized official over-the-counter.
The department took a drive to streamline the electronic communication within the department this year. As part of the drive, the department collected details of all officers and created official email ids (*@karnataka.gov.in ) for them. This activity not only brought all the officials on a single platform but also made communication more secure. Currently, over 300 official emails are being used by all the Sub Registrars, District Registrars and senior officials working at Head Office.
The present IT and Non-IT infrastructure deployed in all the offices of the Department across the state were procured in the year 2014. The Department is currently in the process of revamping the IT infrastructure at about 252 SROs, 34 DROs, and the Head Office at Bengaluru for effective delivery of services and to avoid frequent failures and repairs.
Maintenance and preservation of critical public records is the prime responsibility of the department. Some of the oldest records date back to 1856. Since the implementation of KAVERI in 2003, all documents received and maintained are stored in digital formats, thus supporting the department in providing quality and prompt service. Prior to that, the documents were manually written in the volumes. Incidentally, there is no backup copy of these records. In order to reduce and avoid physical access to legacy records to avoid further damage to the original records, ensure storage in digital format hosted in State Data Centre for easy access for public and cataloguing of digital data for easy access and storage of registration records, the department has already initiated this massive exercise of digitization of about 12 crores pages of legacy records with a pilot at Gandhi Nagar SRO.
Under the Capacity Building programme, the Department is working aggressively with various experts from Government/industry and other stakeholders to design a course framework for both administrative and e-Governance Programme. Considering the future needs and training workload, Department of Stamps & Registration, GoK has set up a unified state of art training infrastructure at the Head Office in Bengaluru. This setup will enable the Department to train its workforce for general IT Training as well as specialized training for implementing the e-Governance Projects. The target is to train all the officials from the department in all the major training courses. This trained workforce will enable departments to effectively conceptualize, plan and implement e-Governance projects in future.
